The dense forests, dangerous terrain, and limited administrative access to many districts in Bastar have made Chhattisgarh vulnerable to Naxalism. Originating in the late 1960s and spreading across multiple states, Naxalism has maintained a stronghold in Bijapur, Narayanpur, Sukma, and Dantewada districts.
The upcoming assembly elections face significant challenges due to Naxal threats. During the Jan Pituri week, observed from June 5th to 11th annually, Naxals launch attacks on security forces, remembering their fallen comrades and expressing dissent against development and security forces’ presence in Naxal-affected areas. They also recruit youth from politically neglected regions, train them, and deploy them for future attacks. The Tactful Counter Offensive Campaign (TCOC), occurring from April to July, witnesses increased IED blasts before a subsequent period of reduced activity.
In previous elections, Naxals intensified their attacks, including major incidents resulting in casualties. The heavy deployment of security personnel, especially in tribal-dominated regions, is necessary but poses logistical challenges. Naxals issue warnings to tribal villages, discouraging them from voting, and resort to intimidation tactics.
Motivating tribal communities to participate in the democratic process remains a major challenge, resulting in lower voter turnout, such as the disappointing 49% in Dantewada during the 2018 elections. Establishing polling stations in affected districts is also a daunting task.
Experts suggest potential solutions to address the challenges posed by Naxalism. Enhanced movement, connectivity, and security for voters can be achieved by deploying heavy machinery in the region. Increased utilization of helicopters by the Indian Air Force would facilitate access to remote areas with difficult terrains. Developing a comprehensive national policy to tackle Naxalism in affected states is crucial to effectively combat this issue.
The upcoming Chhattisgarh elections necessitate proactive measures to ensure the safety and participation of voters while countering the threats posed by Naxal activities. Implementing appropriate strategies and policies can help mitigate the impact of Naxalism and pave the way for peaceful and inclusive democratic processes in the state.
