Introduction
The Congress party has launched a scathing attack on the Bharatiya Janata Party (BJP) government, accusing it of overspending on the construction of the Dwarka Expressway project. The criticism follows a recent report by the Comptroller and Auditor General (CAG) which revealed that the project’s cost has ballooned significantly, raising concerns about fiscal responsibility and proper allocation of resources.

The Dwarka Expressway, which falls under the ambit of the Centre’s ambitious Bharatmala Pariyojana Phase-1. It had received sanctioned with the aim of alleviating traffic congestion on the NH-48 route connecting Delhi and Gurugram. The project was initially planned by the Haryana government under the Gurgaon-Manesar Urban Construction Plan-2031. with an acquisition of 150 meters right of way for the proposed expressway.
However, the project took a significant turn when it was later approved by the Cabinet Committee on Economic Affairs (CCEA) in its Bharatmala Pariyojana Phase-1. The CAG report highlighted that despite the Haryana government’s original plan, the project ended up being designed as an eight-lane elevated corridor with minimal entry-exit arrangements.
CAG Findings puts spotlight on spendings
The CAG’s findings have brought the project’s costs under the spotlight. The report indicated that the amount spent on the Dwarka Expressway has exceeded the initially approved budget by a staggering 14 times. According to the CAG, the approved per-kilometer construction cost was ₹18.20 crore, but the actual cost came in at an exorbitant ₹250.77 crore per kilometer.
The Ministry of Road and Transport attempted to justify the escalated costs, citing the need for an eight-lane elevated corridor to facilitate smooth interstate traffic flow. However, the CAG was unconvinced by this explanation and questioned the decision to deviate from the original plan that would have cost substantially less.
Congress party members have seized upon the CAG report as evidence of fiscal mismanagement and criticized the BJP-led government for failing to adhere to budgetary constraints. They argue that the excessive spending on the Dwarka Expressway raises concerns about the efficient utilization of public funds and transparency in project planning and execution.
The controversy surrounding the Dwarka Expressway project reflects broader debates about infrastructure development and governance in India.
