One of the key irregularities highlighted in the investigation is that, before any expenditure by private entities, the government had provided an advance of ₹371 crores, representing the entire 10% commitment by the government. Shockingly, most of this government-funded money was funneled into shell companies through fake invoices, with no actual delivery or sale of the items mentioned in these invoices, according to CID officials.
In its remand report, the CID has emphasised that private entities spent a total of ₹371 crores on six skill development clusters, and this amount was sourced exclusively from funds advanced by the Government of Andhra Pradesh and the AP Skill Development Centre.
