Union Home Minister Amit Shah is set to present the Jammu and Kashmir Reorganisation (Second Amendment) Bill, 2023, in the Rajya Sabha for consideration and passage. The Bill, having received approval from the Lok Sabha on December 12, aims to amend the Jammu and Kashmir Reorganisation Act, 2019.

The focal point of the proposed amendment lies in providing reservation for women in the legislative assembly of the Union Territory of Jammu and Kashmir. This initiative follows the enactment of the Constitution (One Hundred and Sixth Amendment) Act, 2023, which marked the reorganisation of the region.

Minister of State for Home, Nityanand Rai, highlighted the significance of the Jammu and Kashmir Reorganisation (Second Amendment) Bill during a debate. According to Rai, this legislative measure, coupled with the Government of Union Territories (Amendment) Bill, seeks to bolster the representation and participation of women as public representatives in the law-making processes of the two legislative assemblies.

The move to reserve seats for women in the legislative assembly is a commendable step towards fostering gender inclusivity and promoting equal participation in the democratic framework.
